## Unleashing Innovation: The Air Force’s Groundbreaking Patent Initiative

The Air Force Research Laboratory (AFRL) is making a bold move to supercharge American innovation, offering a wide array of its cutting-edge patents for free public licensing. This unprecedented two-year “patent holiday” is a clarion call to businesses, especially nimble startups and innovative non-traditional defense contractors, inviting them to transform taxpayer-funded research into vital solutions for the nation’s warfighters.

### A Strategic Move to Empower Industry

This strategic initiative aims to dismantle barriers that often hinder the commercialization of government research. As Janet Wolfson, Associate Deputy Assistant Secretary of the Air Force for Technology, Engineering and Product Support, emphasized, the program is “designed to … help you turn our R&D into your next big success, which in turn helps us solve our national security problems.” By opening access to this intellectual property, the Air Force hopes to ignite a wave of technological advancements that bolster national security and drive economic growth.

The AFRL has meticulously curated an initial list of 25 featured patents, ensuring they are free from existing encumbrances like prior licensing agreements. Another 89 patents are on a “standby list,” awaiting similar review, bringing the total potential pool to 114. All these technologies represent critical needs for both the Air Force and Space Force.

### Breakthrough Technologies on Offer

The available patents span diverse fields, showcasing the breadth of AFRL’s pioneering work. Here are some of the most compelling:

#### Secure Microchips: A Shield Against Digital Threats

One prominent family of patents focuses on secure logic devices, commonly known as microchips. These innovations are engineered to combat “hardware Trojans”—insidious, hidden modifications introduced during manufacturing that can be remotely triggered. Such Trojans are notoriously difficult to detect, as they often don’t affect a chip’s standard functionality or power consumption. The AFRL’s patented approach randomizes and encodes specific data operations on the chip. This ingenious method creates an “adaptive defense mechanism” by generating unpredictable logic states and strategically encoding data, effectively disrupting potential attacks.

#### Revolutionizing Energetic Materials with 3D Printing

Another exciting set of patents involves advanced “energetic composites.” These novel alloys serve as powerful propellants or explosives. What makes this AFRL-developed material truly groundbreaking is its exceptional stability, allowing it to be safely and precisely 3D printed. This capability unlocks unprecedented potential for creating custom-shaped or specialized explosive charges with greater ease and safety, opening new avenues for propulsion and ordnance design.

#### Sustainable Power: Magnets Minus the Rare Earth Reliance

The third featured patent addresses the critical need for powerful permanent magnets (PMs), essential components in motors and various applications that convert electricity into mechanical motion or vice versa. AFRL has devised a revolutionary method for manufacturing these magnets that significantly reduces their reliance on scarce rare earth metals. This innovation promises to enhance supply chain security, lower costs, and promote more sustainable industrial practices.

### Bridging the Gap from Lab to Market

“To win the global technology race, we must accelerate the transition of these new technologies from our labs to the marketplace,” Wolfson asserted. “And the patent holiday is how we dismantle barriers to that and move at the speed of relevance.” Beyond simply offering the patents, AFRL is committed to providing substantial support. Teams are ready to assist companies through the licensing process, help with prototype development, and even guide them toward production planning. “They’re all there. They’re useful… It’s free and open for those that want it,” she added.

### Your Partners in Progress: Unlocking Support and Resources

The Department of the Air Force, like other military branches, offers a robust support structure to help companies commercialize government-owned patents. “We are the government, and we are here to help,” Wolfson quipped, assuring industry leaders that “experts to help you” are readily available.

The recommended starting point is to partner with one of the nonprofit groups that collaborate with the Air Force nationwide, often based at universities or tech incubators. By signing a “Primary Intermediary Agreement” (PIA), companies gain access to these organizations, which Wolfson described as “your no cost nonprofit guides—your easy button—to get started.” These agreements also include crucial security screening processes.

### The Bigger Picture: A Unified Patent Gateway

This patent holiday is more than just a standalone initiative; it’s a “door-buster” designed to draw attention to a much larger vision: the creation of a comprehensive database of all U.S. government-owned patents. This ambitious project is being spearheaded by TechLink, a Department of Defense (DOD) nonprofit that facilitates private sector partnerships. Emil Michael, Undersecretary of Defense for Research and Engineering and recently appointed DOD Chief Technology Officer (CTO), highlighted the database’s importance, which will initially compile patents from the Departments of Defense, Energy, and Veterans Affairs.

Michael’s expanded role as CTO now encompasses several key innovation efforts, including the Defense Innovation Unit (DIU), the Chief Digital and Artificial Intelligence Officer (CDAO), and the Defense Advanced Research Projects Agency (DARPA). This consolidation aims to accelerate and better coordinate the DOD’s innovation ecosystem.

### Tackling the Hurdles, Accelerating the Future

The DOD invests a staggering $3.3 billion annually in research and development across its 216 military service laboratories. Yet, as Michael lamented, getting industry to capitalize on these research fruits has historically been challenging. “These innovations—and we have thousands of them in the labs, billions of dollars worth of IP that’s been created by the great minds in the labs,” often “moulder on the shelf,” he explained. The primary reason? A lack of a centralized, categorized repository.

The patent holiday’s offer of free, non-exclusive commercial evaluation licenses (CELs) allows companies to experiment with these technologies in their own facilities, potentially discovering new military and commercial applications. Scott Aughenbaugh, Director of the Department of the Air Force Technology Transfer and Transition Program Office (DAF-T3) at AFRL, noted that even if original development teams have moved on, industry partners can “re-look, rethink about how this could be used.”

Adding to the complexity, each military service has traditionally managed its technology transfer programs independently, leading to varied approaches. Stephen Luckowski, Director of the Technology Transfer, Transition, and Commercial Partnerships Program (T3CP) in Michael’s CTO office, emphasized the need to “harmonize a lot of different approaches.” For example, commercial evaluation licenses haven’t been standard across all labs. “Not everybody does CELs. So we’re going to need to work through some of these issues on the fly,” he acknowledged, underscoring the dynamic nature of this transformative initiative.

The patent holiday marks a pivotal step toward a more integrated, accessible, and ultimately more effective innovation pipeline, poised to empower industry and secure the nation’s technological future.
