Leading Edge Aviation Selected as Preferred Bidder for Ministry of Defence Pilot Training Contract Worth Approximately £1.8 Million

Leading Edge Aviation, a UK-based flight training organization, has been chosen to provide multi-engine pilot training for the Ministry of Defence (MoD) under a contract valued at approximately GBP 1.8 million. While the selection has been made, the agreement has not yet been formally signed, pending a mandatory standstill period.

The two-year contract, officially published on the government’s Find a Tender service on April 10, outlines a program designed to train up to 22 fixed-wing pilots between April 2026 and April 2028. The agreement includes an option for the MoD to extend the contract for an additional two years, potentially continuing the training until 2030. This initiative aims to bolster the UK’s military aviation capabilities by ensuring a robust pipeline of highly skilled pilots.

The training curriculum, to be delivered by the Oxfordshire-based firm at London Oxford Airport, is meticulously structured across two distinct syllabi. This differentiation is intended to accommodate varying entry standards among trainees and align with their specific onward career paths within the military, as detailed in the contract notice. This tailored approach reflects the diverse experience levels present within the MoD’s pilot recruitment and development programs.

The first group, comprising up to 10 pilots, will undertake what is described as Multi-Engine Crossover training. These individuals are experienced military personnel who have already completed substantial military flying training or possess considerable operational experience. The tender document specifies that trainees in this category will have completed a minimum of “Elementary Flying Training, Fast-Jet Lead-In, and Basic Fast-Jet Training with associated Groundschools.” Alternatively, eligible candidates may be “previously qualified military Fast-Jet or Rotary Wing pilots who have been awarded RAF Wings and completed at least one front-line tour with approximately 1000+ total flying hours,” indicating a requirement for seasoned aviators.

Their specialized course will integrate key elements from the modular Commercial Pilot Licence (CPL) and Instrument Rating (IR) syllabus, alongside the Airline Pilot Standard Multi Crew Cooperation (MCC) course. However, the MoD explicitly stated that it is “not looking for the award of a Commercial Pilot Licence / Instrument Rating at the end of this training,” as the trainees would not meet the minimum Civil Aviation Authority (CAA) entry requirements for such civilian certifications. Instead, the objective is to achieve “a near equivalent CPL/IR skills test standard,” focusing on the practical application of advanced multi-engine and instrument flying proficiencies essential for military operations.

The second group comprises up to 12 ab-initio trainees, meaning individuals with little to no prior flying experience. These new recruits will undergo a comprehensive program starting with single-engine aircraft training, which will “broadly mirror the Private Pilot Licence syllabus.” This initial phase will emphasize developing pilot-in-command experience and foundational instrument flying skills. Following this, they will progress to a multi-engine phase, focusing on advanced instrument flying techniques and asymmetric flying, crucial for operating multi-engine platforms. Like their more experienced counterparts, these students will also complete the Multi Crew Cooperation course, designed to instill effective teamwork and communication in a multi-crew cockpit environment. Consistent with the first group, the MoD is not seeking the award of any civilian licence for these trainees upon completion.

The procurement process saw two tenders submitted for the contract, both originating from small and medium-sized enterprises (SMEs), highlighting the competitive landscape within the specialized aviation training sector. Leading Edge Aviation, strategically located at London Oxford Airport, was ultimately selected as the preferred bidder, a decision reflecting their proposed capabilities and adherence to the MoD’s stringent requirements.

The contract award notice was published as a UK6 notice under the new Procurement Act 2023, which came into effect recently. This type of notification is issued subsequent to an award decision but prior to the formal signing of the contract. It initiates a mandatory standstill period, which must last for a minimum of eight working days. This period is a critical safeguard, allowing unsuccessful bidders an opportunity to review the decision and, if necessary, challenge the award. For this particular contract, the standstill period is set to conclude on April 21, with the earliest possible date for the formal contract signing scheduled for April 27, ensuring due diligence and transparency in the public procurement process.
