The United States Space Force has significantly expanded its collaboration with private industry, awarding startup Impulse Space new contracts for two additional tactically responsive space missions. This latest development underscores the Space Force’s ongoing strategic push to enhance its agility and resilience in the orbital domain.

Impulse Space, a privately held company specializing in in-space transportation, announced on August 12 the award of a $28 million contract. This agreement tasks the firm with providing two of its Mira spacecraft for missions designated Victus Salo 2 and Victus Salo 3, both slated for operations in low-Earth orbit (LEO). This builds upon an earlier contract awarded in October 2024 for the initial Victus Salo 1 mission, also utilizing a Mira orbital maneuver vehicle (OMV).

The Mira spacecraft functions as an orbital maneuver vehicle, a critical asset designed to be pre-positioned in space. Its primary role is to transport payloads or other space-based assets from one orbital path to another. For all three Victus Salo missions, these Mira OMVs will carry government-provided payloads within low-Earth orbit, according to Impulse Space’s public statement.

While Impulse Space has indicated that the first Victus Salo mission is now scheduled for launch in 2027, this represents a slight delay from the Space Force’s initial announcement in 2024, which had targeted a fall 2026 launch window. Publicly available information has yet to provide specific timeframes for the subsequent Victus Salo 2 and 3 missions, though their inclusion in the recent contract suggests a continued commitment to developing these capabilities.

Beyond the Victus Salo series, Impulse Space is also contributing to another crucial tactically responsive space initiative: Victus Surgo. This mission will see a Mira spacecraft launched into a geostationary transfer orbit (GTO) with the ultimate objective of maneuvering into a geosynchronous orbit (GEO). The ability to rapidly transit between these distinct orbital regimes is a complex and valuable capability for national security space operations.

These upcoming missions, Victus Surgo and the Victus Salo series, represent a significant expansion in the scope and complexity of the Space Force’s overall tactically responsive space (TRS) endeavor. The TRS effort began with Victus Nox in 2023, which primarily focused on dramatically shortening the timeline for preparing and launching a satellite. That mission successfully demonstrated the ability to go from receiving launch orders to liftoff in an unprecedented 27 hours.

Victus Haze, launched in June of the current year, further refined this rapid launch capability, cutting the preparation-to-liftoff timeline down to just 17 hours. Crucially, Victus Haze also introduced more sophisticated in-orbit maneuvers, as the Rocket Lab Pioneer satellite conducted rendezvous and proximity operations with a Jackal spacecraft built by True Anomaly, which had been launched the month prior. This marked a pivotal shift from merely fast launches to integrating in-orbit agility.

The new Victus Salo and Victus Surgo missions will further evolve this strategy. While Victus Salo 1 and Victus Surgo will utilize rideshares on SpaceX’s Falcon 9 rocket, indicating less of a focus on the *speed* of launch itself, these missions will place an even greater emphasis on the spacecraft’s ability to rapidly respond to dynamic developments once already in orbit. This includes changing orbital parameters, repositioning assets, or delivering payloads to specific locations on demand.

In the realm of spaceflight, a spacecraft’s ability to maneuver is often quantified by its “Delta-V,” a measure of its total change in velocity capacity. A higher Delta-V allows a spacecraft to execute more significant or frequent orbital changes, providing greater flexibility and responsiveness. The Mira OMV boasts an impressive Delta-V of 850 meters per second when carrying a 100-kilogram payload. This high maneuverability is a key factor in its selection for these critical missions.

Eric Romo, President and Chief Operating Officer of Impulse Space, underscored the strategic importance of this capability, stating, “Mira’s agile, high Delta-V capabilities can support the United States Space Force’s work to increase the tactical responsiveness of assets on orbit through these missions.” This sentiment highlights the shared objective of enhancing in-space flexibility to meet evolving national security requirements.

Impulse Space, founded by an early employee of SpaceX, is rapidly expanding its strategic ties with the Space Force and the broader national security space community. Just last month, the firm was added to the prestigious National Security Space Launch (NSSL) program. Its Helios vehicle, slated for a 2027 flight, is designed as a high-energy upper stage, capable of transporting payloads from low-Earth orbit to significantly higher orbits. This represents a groundbreaking capability for the NSSL program, which traditionally focuses on direct injection launches. Impulse Space has stated that the plan is to integrate Helios with a standard medium-lift rocket, offering a versatile solution for deploying critical national security assets across various orbital altitudes.

These contracts between the U.S. Space Force and Impulse Space signify a crucial evolution in American national security space strategy, with profound implications for global security, technological innovation, and the commercial space industry.

Enhancing National Security and Resilience:The core of “tactically responsive space” is to provide the U.S. with unprecedented flexibility and speed in space. In an era where space assets are increasingly vulnerable to sophisticated anti-satellite weapons and adversarial maneuvers, the ability to quickly launch, maneuver, or reconstitute capabilities in orbit is paramount. These missions, particularly those focusing on in-orbit agility with OMVs like Mira, enable the Space Force to dynamically respond to threats, avoid debris, reposition intelligence, surveillance, and reconnaissance (ISR) assets, or deliver critical payloads to specific operational areas on short notice. This enhances deterrence by demonstrating a robust, adaptable space architecture, making it harder for potential adversaries to target or degrade U.S. space capabilities effectively. It shifts the paradigm from static, vulnerable assets to a more fluid, resilient, and survivable constellation.

Driving Commercial Innovation and Public-Private Partnerships:The Space Force’s engagement with startups like Impulse Space underscores a strategic shift towards leveraging the agility and innovation of the commercial space sector. By awarding significant contracts to companies like Impulse, the government is not only acquiring cutting-edge technology but also fostering a vibrant and competitive “new space” economy. This approach allows the Space Force to rapidly incorporate advanced capabilities without the long development cycles often associated with traditional defense contractors. It demonstrates confidence in private enterprise to deliver critical national security solutions, creating a feedback loop where government demand stimulates commercial R&D, and commercial advancements, in turn, provide new options for defense. This model is vital for maintaining a technological edge in a rapidly evolving domain.

Advancing Key Space Technologies:The development and operationalization of orbital maneuver vehicles (OMVs) like Mira, and high-energy upper stages like Helios, represent significant technological leaps. OMVs are fundamental to future space operations, enabling everything from satellite servicing and refueling to debris removal and the dynamic deployment of multi-payload missions. The ability to rapidly transit between low-Earth orbit and higher, more strategic orbits (like geosynchronous orbit) with a versatile vehicle like Helios, particularly within the NSSL program, opens new pathways for deploying national security assets more efficiently and flexibly. These advancements are not just for military applications; they lay the groundwork for a broader future of in-space logistics, manufacturing, and exploration, benefiting commercial and scientific endeavors alike.

Adapting to a Contested Space Environment:The geopolitical landscape in space is increasingly contested, with nations like China and Russia making significant investments in their own space capabilities, including those with potential counter-space applications. The U.S. Space Force’s focus on tactically responsive space is a direct response to this evolving threat environment. It acknowledges that future conflicts may extend to space and that the ability to operate agilely and unpredictably will be a key differentiator. By demonstrating the capacity for rapid orbital changes, rendezvous operations, and flexible payload deployment, the U.S. sends a clear message about its resolve and capability to defend its interests and ensure freedom of action in space.
