Oracle and OpenAI have scrapped their intentions to enlarge their primary data facility location in Texas, withdrawing from a multibillion-dollar agreement even as the AI developer urgently seeks to acquire more processing power.

The Nashville-based database giant and the ChatGPT creator had been in discussions with developer Crusoe regarding a 600-megawatt augmentation of the 1.2GW data hub campus in Abilene, which is being constructed to serve OpenAI.

That expansion, which would encompass the establishment of at least two new structures for OpenAI, has collapsed, according to individuals familiar with the situation.

Meta has initiated discussions to occupy the proposed premises that OpenAI is no longer taking up, although these talks were at an nascent stage, the sources indicated. The facilities are not slated to become operational for several years.

Oracle shares saw a 3.5 percent decline after Bloomberg initially reported the alteration, concluding Friday down by 1.2 percent.

Sachin Katti, a senior OpenAI executive involved in infrastructure, subsequently posted on X that the nascent company had contemplated expanding in Abilene “but ultimately opted to deploy that additional capacity in alternative sites”.

“Presently, we have more than a half-dozen locations under development across numerous states, including the site we’re constructing with Oracle in Wisconsin, where the initial steel beams were erected just this week,” Katti stated.

The Texas location was the first to commence construction under OpenAI’s Stargate infrastructure initiative, unveiled at the White House last year with President Donald Trump, whose supporters include Japan’s SoftBank and Oracle.

Senator Ted Cruz visited the site in September, coinciding with the announcement of an enlargement.

Larry Ellison’s software conglomerate has positioned its substantial pact to furnish computing power to OpenAI as the cornerstone of its strategic shift into the competition to cater to AI enterprises, where it vies with more prominent rivals such as Amazon and Google.

Although their broader arrangement remains intact, the decision in Abilene hints at increased rivalry to fulfill OpenAI’s immense computational requirements. The ChatGPT producer has, over the past year, moved to diversify its provisions of essential infrastructure, including data centers and advanced processors.

Oracle holds a long-term tenancy over the Abilene location, which is being developed by Crusoe in collaboration with private equity firm Blue Owl.

“Crusoe remains a robust and dependable associate. We are exceedingly proud of our association and our headway in bringing capacity online in Abilene at a swift pace to satisfy our client’s demands,” Oracle affirmed in a declaration.

Oracle encountered a setback for one site intended for a 1GW data center campus for OpenAI in Michigan late last year after Blue Owl resolved to withdraw from a $10bn transaction, the FT previously reported.

The Abilene campus constitutes a segment of the $300bn agreement OpenAI inked with Oracle in September to supply the start-up with 4.5GW of computing capability in the forthcoming years.

Individuals acquainted with the Oracle and OpenAI deal stated that the 4.5GW accord persisted and could be satisfied utilizing other locations, including developments in Texas, New Mexico, Wisconsin, and Michigan.

OpenAI had pledged to expend roughly $600bn through 2030 for the procurement of chips and related infrastructure, the FT previously disclosed.

The nascent company has agreements in place from suppliers including Microsoft and Google. It finalized a $100bn deal with Amazon last month.

Oracle’s accumulating liabilities to finance its OpenAI venture has sparked apprehension about a potential downgrade in its credit assessment, which is already several tiers inferior to other hyperscalers like Amazon, Microsoft, and Meta, leading to more stringent leasing and debt stipulations.

The corporation secured $25bn in debt last month to assist in funding some of its data center construction as part of a $50bn financing scheme that will involve divesting some of its equity. Analysts anticipate the group will undertake staff reductions and divest from certain business segments to bolster its comprehensive AI wager.

Oracle informed investors in September that it planned significant reorganization this year, allocating as much as $1.6bn to help fund emoluments for employees whose positions are eliminated.

Shares in Oracle have depreciated by more than 50 percent from their zenith in September, when the OpenAI agreement was announced.

Oracle, OpenAI, and Meta declined to offer comments. Crusoe did not promptly reply to a request for information.
