Forbes Unlocks State Ship Finance for Scottish Yards

Kate Forbes, the Deputy First Minister, has indicated that the Scottish Government is evaluating various approaches to reinforce financial assistance for commercial vessel construction, possibly involving enterprise agencies and the Scottish National Investment Bank.

Labour MSP Paul Sweeney brought the matter to attention in Holyrood, drawing a contrast between the robust pipeline of naval shipbuilding projects in Scotland and the constrained volume of commercial shipbuilding undertakings.

Sweeney drew attention to the recent initial steel fabrication for HMS Bulldog and the launch of HMS Active at Rosyth, portraying Scotland as a leader in Europe’s most substantial naval shipbuilding endeavour. He asserted that a major impediment was the dearth of government-backed funding for commercial ventures, highlighting Germany’s longstanding practice of employing state-supported ship financing systems. He questioned if the Scottish Government would initiate an investigation into a similar framework in Scotland, aimed at bolstering confidence among smaller commercial shipyards, including Ferguson Marine.

German shipbuilder urges Scotland to back niches

In response, Forbes affirmed her agreement with Sweeney’s appraisal of the industry’s strengths.

“I concur with Paul Sweeney that the robust nature of the workforce and the forthcoming stream of contracts in the defence sector exemplify the high global regard for the proficiencies of Scottish shipbuilders,” she remarked.

Regarding funding, she indicated that various alternatives are under scrutiny. “We undeniably have possibilities to explore, through the enterprise agencies and the Scottish National Investment Bank,” she commented.

Scot Gov backs expanded skills pipeline for shipbuilding

Forbes additionally drew attention to continued collaboration with the UK Government’s National Shipbuilding Office, which is investigating specific monetary initiatives across the whole public and private funding environment.

“A chance exists to cooperate intimately with the UK Government’s National Shipbuilding Office to guarantee that the Scottish vessel construction sector profits from the domestic and global prospects presented by its shipbuilding blueprint,” she stated, further noting that she would inform Sweeney of developments.
