U.S. Air Force Seeks Commercial Partners to Develop AI Data Centers on Alaskan Military Land

The U.S. Department of the Air Force has initiated a significant public-private partnership opportunity, seeking commercial developers to construct and operate artificial intelligence (AI) data centers on underutilized land across three of its military installations in Alaska. This strategic move aims to leverage federal assets to support the burgeoning demands of the AI industry while generating revenue to bolster military readiness and missions.

Approximately 4,700 acres of land, spread across Joint Base Elmendorf-Richardson (JBER) near Anchorage, Eielson Air Force Base near Fairbanks, and Clear Space Force Station southwest of Fairbanks, have been identified as suitable for this ambitious project. These twelve distinct parcels of land are currently considered underutilized, presenting a unique opportunity for development that aligns with both national technological advancement and military strategic objectives. A formal Request for Lease Proposal (RFLP) has been published on the federal government’s contracting website, SAM.gov, inviting interested commercial entities to submit their development plans.

The project will operate under an Enhanced Use Lease (EUL) model, a well-established mechanism through which the Department of Defense leases non-excess property to commercial partners for long-term use. Under this arrangement, the Air Force would grant a lease for these strategic parcels, receiving at least fair market value in return. Critically, the selected commercial developer would assume full responsibility for all aspects of the project. This includes securing financing, navigating the necessary permitting processes, overseeing all construction activities, and ultimately managing the long-term operation and maintenance of the AI data centers. This model effectively transfers the financial and operational burden from the taxpayer to the private sector, while still ensuring the Air Force benefits from its land assets.

Robert Moriarty, Deputy Assistant Secretary of the Air Force for Installations, underscored the innovative nature of this undertaking. “This is a unique opportunity for a true public-private partnership,” Moriarty stated. “By making this land available, we are supporting the growing demands of the AI industry while generating value that directly supports our missions and the readiness of our Airmen and Guardians.” His remarks highlight the dual benefit envisioned by the Air Force: facilitating crucial technological infrastructure for the nation and creating a sustainable funding stream for its core defense responsibilities.

To facilitate engagement with potential partners and provide comprehensive details regarding the proposal process, the U.S. Air Force is scheduled to host a virtual industry day on April 23. This event will allow interested developers to gain deeper insights into the project requirements, ask questions, and understand the Air Force’s expectations. Following the virtual session, on-site visits have been scheduled for the identified locations: Joint Base Elmendorf-Richardson on April 28, Clear Space Force Station on April 29, and Eielson Air Force Base on April 30. These visits will provide prospective developers with firsthand knowledge of the land parcels, their geographic context, and existing infrastructure, aiding them in formulating their proposals.

Alaska’s unique environmental and geographical characteristics present several compelling advantages for hosting large-scale data centers. The state’s consistently cold climate is a significant asset, as data centers generate substantial heat and require intensive cooling systems. Utilizing the natural cold air can drastically reduce energy consumption associated with cooling, thereby lowering operational costs and improving energy efficiency. Furthermore, Alaska offers vast tracts of available land, providing the necessary space for the physical infrastructure of these extensive facilities. The strategic location within the Arctic region also positions these potential data centers advantageously for certain types of data processing and connectivity, potentially reducing latency for data transfer to and from parts of Asia and Europe.

The development of AI data centers is a critical component of the global technological landscape. These facilities are the backbone for processing the immense amounts of data required to train and operate sophisticated AI models, which are increasingly vital for applications ranging from national defense and intelligence gathering to logistics, cybersecurity, and advanced operational planning. By proactively facilitating this infrastructure, the U.S. Air Force is not only addressing its own future AI needs but also contributing to the broader national capacity for technological innovation and competitiveness.

The Enhanced Use Lease program itself has a history of success, allowing the military to divest itself of underperforming assets or utilize land for mutually beneficial projects.
