Portuguese Air Force to Integrate Tekever AR5 Uncrewed Aircraft for Maritime Surveillance

Lisbon, Portugal – Tekever, a European aerospace and defense company, has secured a contract with the Portuguese Air Force for the supply of its AR5 uncrewed aircraft system (UAS) for maritime surveillance operations. The agreement, publicly announced by the company, includes the delivery of the aircraft, a ground control station, the ATLAS mission system, and comprehensive operator training.

Initial delivery and the establishment of initial operational capability for the AR5 are scheduled for September of this year. To support this timeline, the first phase of training for Portuguese Air Force personnel is also planned for completion by September. A subsequent, second phase of training will follow in October, specifically designed to consolidate operational readiness and ensure full integration of the new system into the Air Force’s operational protocols.

According to Tekever, the AR5 platforms will be deployed for a broad spectrum of missions, encompassing maritime surveillance, security, and defense tasks. A key focus will be the monitoring of Portugal’s extensive Exclusive Economic Zone (EEZ), which is vital for national interests. Beyond conventional defense roles, the uncrewed aircraft will also provide crucial support for public interest initiatives, including bolstering the country’s rural firefighting arrangements, enhancing coastal security, and contributing to environmental protection efforts across Portuguese waters and territory.

Lieutenant Colonel Luís Henriques, who serves as the operational coordinator of the Air Force’s AR5 working group, emphasized the strategic importance of this acquisition. In a statement released by Tekever, he affirmed that the AR5 platform is well-suited to meet the current surveillance, security, and defense requirements of the Portuguese Air Force. He highlighted the system’s ability to provide “greater range, endurance, and operational flexibility,” underscoring how its integration will significantly strengthen the nation’s capacity to effectively monitor and safeguard its vast Exclusive Economic Zone.

Pedro Petiz, Tekever’s director of strategic development, echoed this sentiment, noting the significance of deploying a capability developed and produced within Portugal for the protection of national airspace and maritime territory. Mr. Petiz also expressed the company’s commitment to ongoing collaboration with the Portuguese Air Force, stating their intention to work closely “to consolidate and develop its own operational capability” with the AR5 system.

The AR5 is characterized as a medium-altitude, long-endurance, fixed-wing uncrewed aircraft. It boasts an impressive endurance of up to 20 hours, enabling prolonged surveillance missions, and can carry a payload of up to 50 kilograms. A critical feature of the AR5 is its integration of satellite communications, which permits operations far beyond the traditional radio line of sight, greatly extending its operational range. Furthermore, its design allows for take-off and landing from short or even unprepared airstrips, enhancing its flexibility for deployment in diverse environments.

The AR5 type is not new to demanding operational contexts. The system has previously been employed on behalf of the UK Home Office, conducting surveillance over the English Channel to monitor small boat crossings. This work was carried out under contract, alongside operations for the European Maritime Safety Agency (EMSA). Tekever reports that its systems have collectively accumulated thousands of flight hours across a variety of demanding tasks, including coastal patrol, border protection, environmental monitoring, and search and rescue missions, demonstrating proven reliability and versatility.

A particularly noteworthy deployment of Tekever systems is in Ukraine, where they are engaged in surveillance and reconnaissance missions within an active operational environment. This deployment has provided the aircraft with invaluable exposure to a highly contested electromagnetic environment, where GPS denial and electronic jamming are constant threats rather than isolated incidents. This real-world experience in an adversarial setting offers a unique advantage, enhancing the robustness and resilience of the AR5 system in challenging conditions, an attribute few Western surveillance drones possess.

Tekever itself has seen substantial growth and expansion in recent years, particularly strengthening its footprint in the United Kingdom. The company has announced significant investments in UK-based manufacturing capabilities and research and development initiatives. Its involvement in supplying uncrewed systems to Ukraine also places it among the firms connected with British support to the war-torn nation. Founded in Portugal, Tekever has evolved into a pan-European business, maintaining operational sites in both Portugal and the United Kingdom, reflecting a broader European collaboration in defense technology.

Portugal’s Exclusive Economic Zone is recognized as one of the largest in Europe, extending significantly into the Atlantic to encompass the archipelagos of the Azores and Madeira. This vast maritime area covers a territory many times the size of the Portuguese mainland, making persistent aerial surveillance both challenging and costly when relying solely on crewed maritime patrol aircraft. The Portuguese Air Force currently operates a small fleet of P-3 Orion aircraft for long-range maritime patrol, supplemented by C-295 aircraft configured for maritime surveillance. The integration of the AR5 uncrewed system is specifically intended to augment the endurance and coverage capabilities of these existing assets at a significantly lower cost per flying hour, rather than to serve as a direct replacement for crewed platforms.

Why This Matters

The acquisition of Tekever’s AR5 uncrewed aircraft by the Portuguese Air Force represents a significant strategic enhancement for Portugal’s national security and maritime oversight capabilities. Portugal possesses one of Europe’s largest Exclusive Economic Zones, an immense area crucial for its economic prosperity, natural resources, and strategic geopolitical positioning. Effectively monitoring this vast expanse, which includes critical shipping lanes and valuable fishing grounds, is a complex and resource-intensive endeavor.

The integration of the AR5 addresses this challenge by providing a cost-effective solution for persistent aerial surveillance. Uncrewed systems like the AR5 offer extended endurance and lower operational costs compared to traditional crewed maritime patrol aircraft, allowing for more consistent and prolonged monitoring missions without risking human pilots in potentially hazardous environments. This shift towards advanced UAS technology reflects a broader trend in modern defense strategies, where automation and remote operation are increasingly leveraged to improve efficiency and reduce risks.

Furthermore, this contract underscores the growing importance of indigenous defense capabilities and European technological autonomy. Tekever, as a company with roots in Portugal and a substantial European footprint, represents a domestic and regional capacity to develop cutting-edge defense technology. This not only strengthens Portugal’s industrial base but also contributes to broader European efforts in defense innovation and self-reliance.

The AR5’s proven operational experience, particularly its deployment in Ukraine, is a critical factor. The exposure to a contested electromagnetic environment, characterized by constant GPS denial and jamming, provides invaluable insights into the system’s resilience and reliability. This real-world testing in an active conflict zone means the AR5 is equipped with a level of operational robustness that many other surveillance drones lack, making it particularly suitable for complex and challenging maritime security scenarios.

Beyond military applications, the AR5’s multi-role capability for public interest tasks such as rural firefighting support, coastal security, and environmental protection highlights the versatility of modern uncrewed systems. This dual-use potential allows for a more efficient allocation of resources, enabling the Air Force to contribute significantly to civil protection and environmental stewardship alongside its primary defense mandates. Ultimately, this acquisition positions Portugal at the forefront of leveraging advanced uncrewed technology to safeguard its national interests, protect its vast maritime territory, and enhance its overall national security posture.
