UK Ministry of Defence Maintains Secrecy on Next-Generation Directed Energy Weapon Development Beyond DragonFire

The United Kingdom’s Ministry of Defence (MOD) has opted to withhold specific details regarding the directed energy weapons (DEW) it is developing in parallel with its flagship DragonFire system. In a written parliamentary response published this week, the Ministry stated only that further announcements would be made “when appropriate,” maintaining a degree of confidentiality around its advanced defence technology programs.

The disclosure came from Luke Pollard, the Minister of State for Defence Procurement, who was responding to an inquiry by Ben Obese-Jecty, the Conservative Member of Parliament for Huntingdon. Mr. Obese-Jecty had specifically referenced paragraph 93 of the Defence Investment Plan (DIP), seeking clarification on other DEW systems currently under development by the UK.

Minister Pollard outlined the government’s commitment to this emerging field, stating:“The Defence Investment Plan commits £490 million to Directed Energy Weapons over the next four years. This investment will deliver DragonFire and help ensure the UK remains at the forefront of this technology within NATO, while laying the groundwork for the next generation of DEW capabilities in collaboration with UK industry.”

He further elaborated on the broader financial strategy:“This forms part of a longer-term investment programme. The DIP also sets out plans to invest at least £20 billion in new weapons and munitions between 2030 and 2035, including DEW for both land and maritime platforms.”The Minister concluded his statement by reiterating,“Further announcements on DEW will be made when appropriate.”

Directed energy weapons represent a revolutionary class of armaments that use highly focused energy, such as lasers or high-power microwaves, to achieve a desired effect on a target. Unlike traditional kinetic weapons that rely on projectiles, DEWs offer the potential for precision, speed-of-light engagement, and significantly lower cost per shot. This technology is viewed as a critical component of future air defence systems, particularly against increasingly prevalent threats like drones, missiles, and artillery.

While the MOD’s statement provides an overarching financial commitment, the reference to “land platforms” for DEW capabilities carries significant weight. DragonFire, the UK’s primary announced DEW project, has been developed as a naval system, with plans to fit it to a Royal Navy Type 45 destroyer. A land-based directed energy weapon, however, would address a distinct and rapidly evolving threat landscape. Modern conflicts, notably the ongoing war in Ukraine, have demonstrated the pervasive and destructive use of drones and loitering munitions against ground forces and fixed installations. A land-based DEW system could offer a robust and economically viable countermeasure to these threats.

The British Army has already undertaken trials of various DEW technologies. These include a separate laser system mounted on a Wolfhound armoured vehicle, designed for precision engagement. Additionally, the Army has tested a radio frequency (RF) directed energy weapon, which aims to disable multiple drones simultaneously through electronic disruption rather than engaging them individually. However, neither of these systems has yet been announced as a “programme of record,” meaning they are still in experimental or developmental phases and have not been formally adopted for procurement and deployment.

The primary driver behind the intense interest in directed energy technology is its compelling economics. A single laser engagement, for instance, is estimated to cost merely a few pounds in electricity, in stark contrast to the thousands or even millions of pounds associated with traditional interceptor missiles. This cost reversal is a critical factor, particularly in light of recent events such as the Houthi drone and missile attacks in the Red Sea. In these scenarios, multi-million-pound missiles have been expended to intercept relatively inexpensive unmanned aerial vehicles or fast attack craft, creating an unsustainable cost exchange ratio for Western naval forces. DEWs offer a potential solution to this imbalance, making defence significantly more affordable and sustainable against swarming threats.

Despite the economic advantages, DEW technology faces several constraints and engineering challenges. These include the substantial power generation required to operate high-energy lasers or RF emitters, the complex cooling systems necessary to manage the immense heat produced, and the performance limitations in adverse weather conditions such as fog, rain, or heavy dust, which can degrade beam quality and effectiveness. Overcoming these hurdles is central to the successful integration of DEWs into operational service.

DragonFire itself is a collaborative effort, being developed by a consortium comprising MBDA, Leonardo, and QinetiQ under a contract with the Defence Science and Technology Laboratory (Dstl). The system notably demonstrated high-power firings against aerial targets at the Hebrides range in early 2024. Following these successful trials, the Ministry of Defence has expedited its planned in-service date, aiming to have DragonFire aboard a Royal Navy ship before the end of the current decade, a testament to the perceived readiness and strategic importance of the system.

While the £490 million allocated to directed energy weapons over four years represents a significant investment, it is important to contextualize this figure within the broader Defence Investment Plan commitments. The DIP, for example, allocates a far larger sum of £26 billion to naval base infrastructure alone, indicating that while DEW is a priority, it remains one component within a vast and diverse defence spending portfolio. Nevertheless, the explicit inclusion of DEW in long-term spending plans, projecting beyond 2030, underscores its strategic importance for the future of UK defence capabilities and its alignment with NATO’s technological objectives.

The UK’s commitment to Directed Energy Weapons (DEW), despite the Ministry of Defence’s guarded stance on specific programs, holds significant implications for national security, military strategy, and technological innovation. Here’s why this development is important:

  • Revolutionizing Warfare Economics:The most immediate and impactful aspect of DEW technology is its potential to reverse the unfavorable cost exchange ratio seen in modern conflicts. By offering engagements for mere pounds rather than millions, DEWs could dramatically reduce the financial burden of defending against inexpensive, yet numerous, threats like drones and loitering munitions. This shift is critical for the long-term sustainability of defence budgets and operational readiness against persistent attacks.
  • Addressing Evolving Threats:The explicit mention of land-based DEW signifies a strategic adaptation to current and future battlefield realities. The widespread proliferation of drones and loitering munitions, as demonstrated in conflicts like Ukraine, poses a significant threat to ground forces and infrastructure. Land-based DEW systems offer a precise, high-volume, and cost-effective solution to neutralize these threats, enhancing the protection of personnel and assets.
  • Maintaining UK’s Strategic Position:The investment aims to keep the UK “at the forefront of this technology within NATO.” This is crucial for maintaining the UK’s influence and interoperability with allies, fostering collaborative research, and ensuring a competitive edge in advanced defence capabilities. Leadership in DEW could translate into greater deterrence and stronger alliances.
  • Catalyst for Industrial Innovation:The collaboration with UK industry—including giants like MBDA, Leonardo, and QinetiQ—stimulates high-tech job creation, fosters innovation, and strengthens the domestic defence industrial base.
