The U.S. Air Force has awarded Boeing a $75 million production contract, initiating the supply of long-range Joint Direct Attack Munitions (JDAMs). This strategic acquisition aims to significantly expand the service’s precision-strike capabilities and extend the effective range of its crucial munitions, adapting to evolving global defense landscapes.

This new variant, designated the GBU-75 JDAM-LR, is made possible by the BSU-111 Payload Delivery Unit. According to a Boeing statement, the GBU-75 JDAM-LR is designed to deliver a 500-pound payload with a standoff range exceeding 300 nautical miles. This represents a substantial increase compared to existing JDAM variants; the standard GBU-38 JDAM has a range of approximately 15 nautical miles, while the extended-range JDAM-ER reaches about 45 nautical miles.

The enhanced range is achieved through the integration of a Kratos TDI-J85 turbojet engine, which provides 200 pounds of thrust. This propulsion system allows aircraft to deploy the munition from a considerably safer distance. The development is a direct response to advancements in adversary air defense systems, which have rendered close-range penetrating strikes by non-stealthy aircraft increasingly hazardous, necessitating weapons that can be launched from beyond the reach of these defenses.

Retired Air Force Colonel Mark Gunzinger, who serves as the Director of Future Concepts and Capability Assessments at the Mitchell Institute for Aerospace Studies, commented on the development, stating, “This is a good decision, though long overdue.” He emphasized that the GBU-75 JDAM-LR will provide the Air Force with expanded tactical options, enabling strikes from medium-range standoff distances.

The broader context of munitions modernization is underscored by provisions in the proposed 2027 National Defense Authorization Act, which allocates approximately $277 million for 1,150 upgraded JDAM guidance tail kits equipped with M-Code GPS technology. These upgrades are intended for existing, or ‘legacy,’ JDAM munitions, enhancing their precision and resilience against electronic warfare and GPS jamming. Colonel Gunzinger further highlighted the cost-effectiveness of the new long-range variant, noting it will be “far less than more exquisite stand-off munitions.” He advocated for its consideration as an “affordable mass capability,” suggesting it can be produced and deployed in large quantities without the prohibitive costs associated with more advanced, dedicated cruise missiles.

The JDAM-LR program, primarily led by the U.S. Navy, progressed with notable speed, completing its flight testing phase in April. This rapid development timeline reflects an urgent requirement within both the Air Force and Navy: to equip fourth-generation aircraft—those not possessing advanced stealth capabilities—with enhanced standoff strike capabilities, and to secure less costly alternatives to traditional, more expensive missiles for long-range engagements.

In a related but separate initiative, the Air Force is advancing its ‘Family of Affordable Mass Missiles’ (FAMM) program. This program aims to foster the development and production of lower-cost missiles through multi-year framework agreements. In July, agreements were signed with three emerging defense companies—Anduril, CoAspire, and Zone 5 Technologies—with a collective objective of eventually producing 8,000 missiles annually once manufacturing scales up, further illustrating the services’ push for affordable mass munitions.

Concerns over the adequacy of munitions stockpiles have grown in recent years. A June report from the Center for Strategic and International Studies (CSIS) highlighted that a hypothetical major conflict scenario could see U.S. forces expending an estimated 10,000 JDAMs, underscoring the potential for rapid depletion of existing inventories. Colonel Gunzinger indicated that the acquisition of these new long-range munitions “will help the Air Force accelerate rebuilding its munitions inventories,” addressing critical readiness challenges.

Although the Navy-led JDAM-LR program primarily concentrated on integration with fighter aircraft, Colonel Gunzinger suggested the weapon possesses significant utility for bomber platforms as well. He advocated for the Air Force to procure the JDAM-LR “at scale” and integrate it across both its bomber and fighter fleets, maximizing its operational versatility and strategic impact across various mission sets.

The contract awarded to Boeing officially authorizes the initial production of the BSU-111 Payload Delivery Unit, with initial deployment slated for the Navy, as detailed in an August 5 Boeing press release. The Joint Direct Attack Munition family of weapons is a collaborative program between the U.S. Air Force and Navy, reflecting a joint service approach to munitions development and acquisition.

Bob Ciesla, Vice President of Boeing Precision Engagement Systems, characterized this initial production contract as a significant milestone for the JDAM-LR program. He stated that it demonstrates Boeing’s capacity “to deliver long-range precision-strike capability at a significantly lower cost.” Ciesla added that “scaling production of the GBU-75 will provide the fleet with an affordable, sustainable solution designed to eliminate long-range land and sea-based threats to U.S. and international forces and enable them to safely and effectively operate in a contested battlespace.” The phrase “contested battlespace” refers to operational environments where adversaries possess advanced capabilities to challenge U.S. and allied forces across multiple domains, including air defense, electronic warfare, and cyber operations.

The JDAM-LR system successfully completed its inaugural test flight off the coast of California on April 1, followed by a second successful flight on April 3. During these evaluations, the system maintained powered flight along a predefined test profile, utilizing M-Code GPS for precise navigation. Both demonstration flights covered an estimated distance of 200 nautical miles, as reported in a Navy release at the time.

Captain Sarah Abbott, program manager for Precision Strike Weapons (PMA-201), underscored the urgency of this development in an April Navy statement. She noted that “as Naval Air Forces in theater continue to rely heavily on JDAM systems, the program recognizes a critical need to provide the fleet with greater standoff range.” Captain Abbott emphasized that “this new capability allows pilots to engage targets from significantly safer distances, maintaining a tactical advantage in contested environments.” Further development efforts include ongoing testing by Navy teams for the shipboard integration of the JDAM-LR, ensuring its operational readiness for naval platforms and carrier strike groups.

The U.S. Air Force’s decision to procure long-range JDAMs marks a crucial shift in military strategy and munitions development, reflecting a direct response to evolving global threats and technological advancements by potential adversaries. This acquisition is significant for several key reasons:

  • Adapting to Advanced Threats:The primary driver for the JDAM-LR is the proliferation of sophisticated adversary air defense systems. These systems increasingly deny traditional close-range air superiority, making it dangerous for non-stealthy aircraft to conduct strike missions. The GBU-75’s extended range of over 300 nautical miles allows U.S. and allied forces to engage targets from a safer, standoff distance, preserving aircraft and pilot lives in highly contested environments.
  • Balancing Capability and Cost:The JDAM-LR represents a strategic effort to acquire an “affordable mass capability.” While highly advanced, dedicated cruise missiles offer similar ranges, their high unit cost can limit procurement numbers. The JDAM-LR, by augmenting existing JDAM airframes with a turbojet, offers a more cost-effective solution for acquiring a greater quantity of long-range precision munitions, crucial for sustaining operations in a major, prolonged conflict.
  • Addressing Munitions Inventory Concerns:Recent analyses, such as the CSIS report, have highlighted potential rapid depletion of munitions stockpiles in large-scale conflict scenarios. The ability to produce and deploy a more affordable, yet effective, long-range weapon system like the JDAM-LR can help rebuild and sustain critical munitions inventories, enhancing military readiness and deterrence.
  • Enhancing Joint Force Flexibility:Developed through a joint Navy-led program, the JDAM-LR is designed for integration across both naval and air force platforms, including fighters and potentially bombers. This versatility ensures that a wide array of aircraft can contribute to long-range strike missions, maximizing operational flexibility and interoperability between services. Shipboard integration testing further underscores its importance for naval power projection.
  • Technological Advancement and Deterrence:The integration of a turbojet engine and advanced M-Code GPS highlights ongoing innovation in munitions technology. This continuous advancement in precision-strike capabilities enhances the U.S. military’s deterrent posture, signaling a commitment to maintaining a qualitative edge and projecting power effectively across various geopolitical theaters. The ability to credibly threaten distant targets with precision, without risking forward-deployed assets, reinforces strategic stability.

In essence, the JDAM-LR program is a pragmatic response to contemporary defense challenges, focusing on affordability, extended reach, and strategic adaptability to ensure U.S. and allied forces can operate effectively and safely in an increasingly complex and contested global security landscape.
