UK Ministry of Defence Seeks Vetting Services for Ocean Tankers Transporting Fuel

The United Kingdom’s Ministry of Defence (MoD) has issued a pipeline notice, signaling its intention to procure services for the assurance vetting of ocean tankers responsible for transporting its fuel. The contract, estimated to be worth £87,530 over a five-year period commencing in February 2027, underscores the Ministry’s commitment to securing its vital fuel supply chain.

The notice, which refers to the Ministry of Defence consistently as “the Authority,” explicitly details the need for rigorous “assurance vetting of Ocean Tankers under contract to the Authority, either directly, or obtained by fuel Suppliers for delivery to the Authority’s sites under the Authority’s fuel supply contracts.” This requirement highlights a comprehensive approach to risk management, covering all vessels involved in the delivery of fuel, regardless of their direct contractual relationship with the MoD.

A significant portion of the MoD’s fuel transportation relies on two primary vessels. The notice specifies that “The Authority has two ships on long term charter, which provide the majority of the Authority’s fuel transport requirement.” These dedicated vessels are subject to continuous scrutiny, necessitating annual assessments under the Tanker Management and Self Assessment (TMSA) scheme. TMSA is an internationally recognized program designed to benchmark and improve the operational standards of tanker operators, focusing on safety, environmental protection, and management systems.

Beyond these dedicated vessels, the MoD also receives fuel via other ships, which the department does not directly select or charter. This often occurs under Delivery Duty Paid (DDP) terms, a common commercial arrangement where the fuel supplier is responsible for all costs and risks associated with delivering the fuel to the specified destination. As the notice explains, “under DDP, the supplier of the fuel is responsible for delivery, which normally involves that company chartering a ship on the spot market.” This scenario presents a unique challenge, as the MoD has no direct control over the selection of these vessels. To mitigate the inherent risks, the Ministry requires “an expert provider of vessel risk evaluation services to provide a vetting service” for these third-party chartered ships.

The proposed contract has an estimated duration of five years, specifically “from February 2027 until February 2032,” with the precise contractual dates set from February 19, 2027, to February 18, 2032. The total estimated value of the service is £87,530, excluding Value Added Tax (VAT), or £105,036 when VAT is included. This figure reflects the cost of specialized expertise required to maintain the integrity and safety of the MoD’s fuel logistics.

The procurement process is slated to commence with the publication of a formal tender notice on September 17, 2026. The MoD intends to use an “open procedure,” meaning any interested and qualified supplier can submit a bid. The requirement is classified as “above threshold,” indicating a significant procurement under UK public contract regulations. Notably, the notice explicitly states that the opportunity is of “particular suitability to Small and medium-sized enterprises (SME),” suggesting that specialist smaller firms with the requisite expertise are encouraged to apply.

The pipeline notice, referenced as DOEA/0084-ShipVetting 2027-2032, was initially published on July 29, with a revised version replacing an earlier draft on August 3. The contracting authority for this service is the Ministry of Defence, specifically based at Abbeywood in Bristol, UK. Enquiries regarding the tender are directed to a dedicated UK Strategic Command commercial fuel address, highlighting the strategic importance of fuel supply to military operations.

The classifications attached to the notice provide further insight into the nature of the required services. These include classifications for tanker ships, ship operating services, marine survey services, maritime safety inspection services, statutory audit services, and activity-specific environmental auditing.
