American legal authorities and national policing agencies dedicated more than a year to scrutinizing the connections linking Jeffrey Epstein and Customs and Border Protection personnel assigned to the US Virgin Islands (USVI), as per records lately disclosed by the Department of Justice.

According to reports from The Guardian and New York Times, electronic mail, instant messages, and inquiry documentation reveal that Epstein fostered rapport with multiple personnel, hosting them on his private isle and proposing to fly them on marine mammal observation excursions in his chopper. He even delivered cannolis to one for the Christmas Eve celebration. Conversely, Epstein would present specific officers with grievances concerning how he was handled by other CBP and national operatives. The majority of the engagements detailed in the documentation transpired numerous years following Epstein’s admission of culpability for sexual offense indictments in Florida in 2008.

No CBP personnel faced prosecution for any offenses connected to Epstein, and a minimum of one subsequently withdrew from the organization with retirement benefits, implying that the authorities ultimately uncovered no illicit conduct. Nevertheless, the records do delineate behavioral trends—two of the agents called Epstein a “confidant”—which one public sector ethics specialist characterized as improper and potential breaches of national directives. Furthermore, they encompass grand jury summonses that explicitly identify the personnel and oblige the recipients, predominantly financial service enterprises, to assist national prosecuting attorneys who were investigating claims of a plot to swindle the US government.

CBP and the US Attorney’s Office for the Southern District of New York, the entity spearheading the inquiry into Epstein, failed to reply to solicitations for a statement.

Over an extended period, Epstein purportedly transported innumerable females and juvenile females, some merely 121 years old, to his secluded island, Little Saint James, as per a grievance submitted in 2020 by the erstwhile USVI attorney general. Epstein habitually traveled to and from USVI utilizing his personal aircraft.

To leave the USVI for other regions of the United States, Epstein’s aircraft necessitated clearance from CBP, as per an FBI interrogation record from November 2020 involving Epstein’s private aviator, Larry Visoski.

Visoski informed the FBI that certain passengers comprised university scholars possessing documents from their institutions elucidating their travel reasons. At different junctures, as per the account of Visoski’s discussion, Epstein journeyed with a female holding an international passport. Should CBP personnel commence interrogating these travelers, Visoski recounted, Epstein would intercede and initiate disputes with the agents.

However, Visoski conveyed to the FBI that Epstein endeavored to maintain an amicable demeanor with CBP agents, occasionally directing Visoski to gather the operatives’ contact particulars. (In an electronic mail message to a CBP agent, Epstein penned, “as you know Im very respectful of individuals merely performing their duties.”) Throughout the years, electronic mail and instant messages indicate, diverse CBP agents would attempt to establish communication with Epstein, either personally or via Visoski or other companions. Periodically, Epstein would host the agents at Little Saint James.

For instance, in May 2014, Visoski sent Epstein an electronic mail: “During customs processing in STT, our pleasant individual provided me with his mobile contact.” The aviator further stated that the “pleasant individual” would be able to call at Little Saint James during that specific week. Visoski additionally appended the individual’s contact details. The following day, Epstein’s insular property administrator electronically messaged Epstein to inform him that the individual, a CBP agent, would be collected on Wednesday for a midday meal. (It remains uncertain if this midday meal ever materialized.)

Electronic correspondence from 2015 and 2016 indicates that Epstein would arrange for another agent, Glen Samuel, to visit Little Saint James to play steel pan drums—a supplementary occupation Samuel unofficially promoted at one juncture on his social media profile. Within a January 2015 electronic mail exchange, Epstein inquired of a colleague to ascertain Samuel’s remuneration. The colleague responded, “Mr. Samuel states he does not purpose to invoice you. He perceives you as a comrade and was undertaking this for you. Should you desire to offer him a gratuity, he would be grateful, but no charge is levied.” Samuel refrained from replying to an appeal for a statement.
