Key Air Force Leadership Shake-Up: New USAFA Superintendent & Air Mobility Command Head Nominated

Washington D.C. – In a series of significant leadership appointments for the United States Air Force, the administration of then-President Donald Trump submitted a batch of three-star general nominations to the U.S. Senate for approval on April 30. These nominations included a new superintendent for the U.S. Air Force Academy and the next commander of Air Mobility Command, a role that was officially proposed for downgrade to a three-star position. An Air Force spokesperson confirmed the new assignments for the three senior officers to Air & Space Forces Magazine, following the dispatch of the nominations to Congress as noted in official congressional records.

Among the key nominations was Major General Paul D. Moga, who at the time served as the commander of 3rd Air Force, a crucial component of U.S. Air Forces in Europe-Air Forces Africa (USAFE-AFA). General Moga was nominated for promotion to Lieutenant General and to assume the prestigious role of Superintendent of the U.S. Air Force Academy (USAFA). He was widely considered a leading candidate in Air Force circles for the position.

Lieutenant General Daniel H. Tulley, then the head of Air University, was nominated to become the commander of Air Mobility Command (AMC). This nomination followed an interim period where Lieutenant General Rebecca Sonkiss had filled the role since General John D. Lamontagne transitioned to Vice Chief of Staff of the Air Force in February. The appointment of General Tulley to AMC signaled a long-anticipated structural change within the Air Force: the command was slated to be reduced from a four-star to a three-star general position. This move was part of a broader initiative by then-Secretary of Defense Pete Hegseth to decrease the total number of four-star generals and admirals across the U.S. military by 20 percent. Other commands, including USAFE-AFA and Air Force Materiel Command, had already undergone similar rank reductions.

The third significant nomination was that of Major General David G. Shoemaker. General Shoemaker, who was serving as the deputy commander of Air Forces Central (AFCENT) and the deputy combined forces air component commander (CFACC) for U.S. Central Command, was nominated to become the deputy commander of U.S. Forces Korea (USFK) and simultaneously lead the 7th Air Force as a three-star general. In his capacity as deputy CFACC, General Shoemaker had been involved in overseeing air operations against Iran, specifically referred to as Operation Epic Fury, under the command of Lieutenant General Derek C. France, the AFCENT commander and CFACC.

Air Force Academy Leadership

Major General Moga’s nomination to lead the U.S. Air Force Academy marked a strategic leadership choice. He was set to succeed Lieutenant General Tony Bauernfeind, who was preparing for retirement later that year. During General Bauernfeind’s tenure, the academy placed a strong emphasis on enhancing cadet readiness and cultivating a robust military mindset among its future officers. General Moga’s background as an F-15C and F-22 pilot, coupled with his previous experience as the academy’s Commandant of Cadets—the institution’s second-highest leadership post—from 2021 to 2023, positioned him as a highly qualified candidate to continue and build upon these priorities. His familiarity with the academy’s culture and operational dynamics was considered a significant asset for the role of superintendent.

Air Mobility Command Transition

The selection of Lieutenant General Tulley for Air Mobility Command underscored his extensive experience in mobility operations. As the then-commander of Air University, he oversaw the service’s comprehensive professional military education programs. His career trajectory included numerous assignments in various mobility roles, notably serving as the director of operations for U.S. Transportation Command. A seasoned pilot of both KC-135 refuelers and C-130 transport aircraft, General Tulley’s operational background made him a suitable choice to lead AMC during a period of significant structural adjustment. The downgrade of AMC to a three-star command was a notable change, reflecting broader defense policy shifts aimed at streamlining senior leadership ranks while maintaining operational effectiveness.

7th Air Force and Pacific Operations

Major General Shoemaker’s nomination to a key leadership role in the Pacific theater, despite his recent focus on Middle East operations, highlighted his diverse experience. An F-16 pilot, he possessed substantial prior experience in the Pacific region, including a command tour as leader of the 8th Fighter Wing at Kunsan Air Base in South Korea. This background was considered crucial for his proposed role as deputy commander of USFK and head of the 7th Air Force, which plays a critical role in regional security and stability. Furthermore, his previous assignment as director of operations for Air Combat Command provided him with a broad understanding of air power capabilities and deployment strategies, all of which would be invaluable in the complex geopolitical landscape of the Korean Peninsula.

These senior leadership nominations and the accompanying force structure adjustments, particularly the downgrade of Air Mobility Command, carry significant implications for the United States Air Force and broader national security strategy. The Senate’s confirmation process for these nominations ensures a layer of civilian oversight and accountability for these crucial military appointments.
