A prominent labor organization has implored the UK Government to unilaterally grant a significant Royal Navy construction deal directly to a Scottish shipyard, contending that such a move would bolster the national manufacturing sector and facilitate submarine upkeep.
GMB Scotland is appealing to cabinet officials responsible for defense to assign the tasks of Programme Euston directly to the Navantia shipyard located in Methil, Fife, instead of exposing the contract to global bidding.
This initiative is designed to provide a novel dry-docking facility at HM Naval Base Clyde, thereby aiding the upkeep of the UK’s submarine armada throughout the 2030s.
The Ministry of Defence had earlier affirmed that Programme Euston will furnish extra operational dry-docking availability. Officials have characterized this as a “robust out-of-water engineering capability” vital for supporting the submarine contingent as requirements expand. This necessity is projected to escalate as Astute-class boats continue operation, Vanguard submarines maintain deterrent patrols, and Dreadnought-class vessels commence deployment.
Louise Gilmour, GMB Scotland’s general secretary, has addressed a letter to Defence Secretary John Healey, asserting that this contract ought to be utilized to fortify UK procurement networks and manufacturing capability.
“Within an ever more precarious global environment, the DIP is obligated to safeguard and bolster provisioning networks solely within the UK,” she stated. “In that light, the chance and prospective advantages of awarding the Euston contract to the Navantia shipyard, situated in Fife, are evident and warrant serious consideration.”
The labor organization maintains that the Methil shipyard, which has experienced a fresh capital injection and reorganization under novel proprietorship, could be established as an enduring vital resource through this initiative.
“The shipyard has faced challenges and instability over past decades but is, under new proprietors, undergoing reconstruction and revitalization,” Gilmour remarked.
“A dedicated, proficient, and expanding labor force, supported by considerable capital and enterprising leadership, is resolute in forging a fresh destiny for the shipyard. Programme Euston would enable that new future to be established on solid groundwork.”
Programme Euston is anticipated to provide innovative mobile docking platforms – movable apparatus employed to raise submarines out of the water for servicing. This capacity is pivotal in resolving persistent limitations at Faslane, where current facilities restrict the Navy’s capacity for carrying out maintenance cycles comprehensively.
The Ministry of Defence has stated that a Programme Business Case is expected by mid-2026. Acquisition choices will be made after technical specifications are completed. Earlier official pronouncements have suggested that a fabrication agreement will be granted following a structured tendering procedure, although specific schedules are still under consideration.
GMB Scotland contends that this initiative should be utilized to secure employment within the UK manufacturing sector, connecting military expenditure to roles and procurement network robustness.

The labor organization also highlights staff augmentation at the location, which it states has expanded from approximately 180 to 230 personnel, with additional enlargement anticipated. “Programme Euston would guarantee additional roles while solidifying the shipyard’s position as a vital strategic manufacturing resource for Fife, Scotland, and the UK,” Gilmour appended.
