UK Police Officer Awarded Churchill Fellowship to Study International Counter-Drone Strategies

A police officer specializing in counter-drone operations has been granted a Churchill Fellowship, enabling him to conduct an international study into how various countries protect critical national infrastructure from evolving drone threats. The announcement was made by the Churchill Fellowship.

Jack Venables, currently on secondment to the North West Regional Organised Crime Unit, is one of 109 individuals designated as 2026 Churchill Fellows. His existing expertise in the field includes roles as a tactical adviser and Bronze Commander for countering drones, positions that integrate him into the police command structure used for managing firearms incidents and other high-risk operations. The fellowship is designed to augment this experience by facilitating research into methodologies employed by police forces, security agencies, and industry sectors across the globe.

The focus of Venables’s research lies at the increasingly interconnected nexus of policing and national defense. The proliferation of inexpensive, commercially available drones has introduced a persistent security concern for sites deemed critical to national functioning. These include, but are not limited to, international airports, electricity generation and distribution facilities, correctional institutions, and military installations.

The heightened level of concern surrounding such threats was underscored in November 2024, when the United States Air Force reported multiple incidents of small, unidentified drones operating over its bases in the United Kingdom. These sightings occurred over RAF Lakenheath, RAF Mildenhall, and RAF Feltwell in East Anglia, as well as RAF Fairford in Gloucestershire, across several nights. While the precise nature of the objects in the sky remained a subject of dispute, with no craft recovered and no comprehensive public account of the sightings released, the reports prompted a criminal investigation. Approximately sixty Royal Air Force (RAF) personnel were deployed to assist U.S. forces in their response. Subsequent press reporting suggested a potential link to Russian activity, although this connection was never officially confirmed by authorities.

In a separate but related context, prisons have for years faced challenges from drones used to deliver contraband over facility walls. On a significantly larger scale, the ongoing conflict in Ukraine has dramatically illustrated the transformative impact of cheap, commercially available drones. Both sides have deployed these uncrewed aerial systems in vast numbers, utilizing them to reach targets that traditional, older air defense systems were not designed to detect or intercept. This strategic shift has propelled counter-drone operations to a high priority for both military and civilian law enforcement agencies worldwide.

Effectively countering these aerial vehicles presents a complex challenge. Drones are typically small, operate at low altitudes and speeds, making them difficult to detect and track using conventional radar systems. Response strategies span a wide technical spectrum, from jamming their radio and satellite navigation links to physically intercepting them with nets, specialized counter-drones, or increasingly, directed energy weapons. Implementing such countermeasures over sovereign territory, particularly within the United Kingdom, raises intricate legal questions regarding the authority to act and the permissible methods of intervention. The multi-agency response to the 2024 airbase reports, involving the Ministry of Defence Police, civilian police air support, and the implementation of emergency airspace restrictions, serves as a clear illustration of the interwoven civil and military dimensions of the problem.

The UK government has committed substantial financial resources to address this evolving threat. Its recently published Defence Investment Plan allocates more than £750 million over the next four years for short-range drone protection, covering both homeland security and deployed forces. This investment is complemented by further funding for counter-drone systems designated for the field army and for the development of low-cost ground-based effectors. Additionally, the government has pledged to double the number of the Army’s Sky Sabre air defense systems. Mr. Venables’s fellowship specifically focuses on the civil and homeland security aspects of this effort, concentrating on critical sites that are typically not defended by military assets.

Mr. Venables has issued an open invitation for individuals and teams possessing effective or innovative methods for countering drones to contact him directly. The objective is to potentially incorporate their work into his extensive research tour. His selection of Canada and Australia as primary research destinations is strategic, as both nations are close intelligence and security partners of the United Kingdom and have significant experience in addressing drone security challenges around their own critical infrastructure and national borders. The Churchill Fellowship program provides recipients with funding to spend between four and eight weeks engaging with experts in their respective fields, either in person or remotely. The ultimate goal is for fellows to synthesize their learnings into actionable recommendations for policy and operational improvements within the UK.

Commenting on the award, Mr. Venables expressed immense pride in “stepping into this role as a global ambassador” for UK security services. He articulated his hope that by facilitating knowledge exchange with international counterparts, from Canada to Australia, he would return with novel approaches “that keep us ahead of emerging threats.”

Julia Weston, Chief Executive of the Churchill Fellowship, remarked on the inherent optimism in individuals “choosing to seek out new ideas” and to forge international connections. The Churchill Fellowship was established in 1965 as a national memorial to Sir Winston Churchill. Since its inception, it has provided funding to over 4,000 individuals, enabling them to research practical problems abroad and bring their findings and insights back to the United Kingdom. This year’s cohort of fellows is exploring a diverse range of subjects, from dementia care in rural communities to mitigating the harms of social media and promoting greener school meals, drawing upon expertise in countries spanning from Greenland to Taiwan. Applications for the next round of fellowships are scheduled to open on September 1st.

The proliferation of uncrewed aerial systems (UAS), commonly known as drones, has transformed from a niche technological curiosity into a significant and multifaceted threat to national security, public safety, and economic stability.

Firstly, the vulnerability of critical national infrastructure (CNI) to drone-related incidents represents a profound risk. Facilities such as airports, power stations, nuclear sites, and military bases are the foundational pillars of a functioning society. Any disruption, whether caused by malicious intent, espionage, or accidental interference from drones, can have cascading consequences. A drone incident near an airport can ground flights, costing millions in economic losses and stranding thousands of passengers. An attack on a power grid could lead to widespread blackouts, impacting essential services and public welfare. Venables’s research directly addresses how to fortify these vital assets against a threat that is constantly evolving and becoming more accessible.

Secondly, the dual-use nature of drone technology complicates the response. Drones are readily available to hobbyists, commercial entities, and state actors alike. This means that counter-drone strategies must be sophisticated enough to distinguish between legitimate and illicit activity, while also being adaptable to threats ranging from individual criminals delivering contraband to state-sponsored actors conducting surveillance or attack. The experiences from the war in Ukraine vividly demonstrate how inexpensive drones can be weaponized with devastating effect, pushing militaries and law enforcement to rethink traditional air defense paradigms and civilian protection strategies.

Thirdly, the legal and operational complexities of countering drones within a sovereign nation are substantial. The act of intercepting or neutralizing a drone over civilian airspace raises intricate questions about jurisdiction, rules of engagement, and potential collateral damage. Existing laws were not designed for the rapid advancements in drone technology, creating a legal vacuum that authorities must navigate. Venables’s fellowship aims to gather best practices from international partners, helping to inform the development of more robust and legally sound frameworks for drone mitigation in the UK. This includes understanding the roles of different agencies – from civilian police to military forces – and how they can effectively collaborate.

Finally, international collaboration is paramount in addressing a threat that transcends national borders. Drones and their components are globally traded, and tactics for their use can spread rapidly. By studying methods employed in countries like Canada and Australia, the UK can learn from their challenges and successes, sharing knowledge to build a collective defense. This exchange of expertise, facilitated by programs like the Churchill Fellowship, is vital for staying ahead of emerging threats and developing a globally coordinated response to a shared security challenge. The findings from this research are expected to contribute directly to UK policy and operational practices, enhancing the nation’s resilience against current and future drone threats.
