Europe’s maritime vessel construction industry continues to be fractured by national divisions, even with initiatives for deeper military-industrial cohesion, based on findings from The Military Balance 2026, released by the International Institute for Strategic Studies.

The publication highlights how numerous nations persist in depending on domestic industry leaders, frequently government-controlled or predominantly government-held, with the aim of safeguarding some strategic self-governance. Shipyards of moderate scale generally assist naval vessel projects by fabricating modules or manufacturing lesser craft.

Even though the European Union has championed tighter defense-related industrial partnership, country-specific acquisition approaches and internal political agendas still restrict amalgamation within the field. The Institute points out two further developments molding the environment: an increasing divergence between vessel fabrication and equipment integration, and a progressive resurgence of naval construction since 2022, evidenced by a slight rise in facilities engaged in military endeavors.

The building of advanced naval vessels stays focused within a select group of main suppliers. Specific mention is made of Germany, Turkiye, and the United Kingdom as remarkable European anomalies, given that each possesses numerous primary ship-making enterprises exhibiting comparatively modest state involvement.

In the twelve-month period up to November 2025, naval facilities across Europe finished three submarines, seven frigates, one landing helicopter dock and three replenishment ships. Nevertheless, the Institute warns that merely a minor segment of this production is directly traceable to the spike in military acquisitions following Russia’s invasion of Ukraine in 2022, considering the extended development periods intrinsic to building naval craft.

Numerous initiatives financed thereafter are projected to yield finished craft no earlier than the latter part of this decade; thus, manufacturing volumes at European shipbuilders are anticipated to ascend in the forthcoming period.
